Diese globalen Wertschöpfungsketten werden oftmals von Unternehmen aus den entwickelten Ländern gesteuert, die damit auch die Zukunft anderer Unternehmen direkt oder indirekt mitbestimmen (GEREFFI 1994).
Upgrading von Unternehmen aus den Entwicklungsländern ist abhängig von der Governance der globalen Unternehmen.
Dies gilt umso mehr, je weniger innovativ diese abhängigen Unternehmen sind, bzw.
in wieweit die Unternehmen in der Lage sind, von den globalen Leadern zu lernen (GEREFFI 1999b, GEREFFI UND KAPLINSKY 2001).Im Rahmen der Globalisierung werden die lokalen Wettbewerbsvorteile verstärkt (SCOTT 1996).
Cluster sind demnach prädestiniert sich im globalen Wettbewerb zu behaupten (PORTER 1990), da sie als Motor für Innovation gesehen werden.
Die vertikale und horizontale Verknüpfung von Unternehmen innerhalb eines Clusters führt zu einer kollektiven Effizienz (SCHMITZ 1995), die die Wettbewerbsfähigkeit und vor allem die Innovationsfähigkeit erhöht.Andererseits wurde zwar gezeigt, dass sich die Produktion zunehmend globalisiert, strategische Innovation weiterhin nur in den Ländern der globalen Leader stattfinden (LASTRES ET AL.
1999).Da das Upgrading von Clustern und das Upgrading innerhalb von globalen Wertschöpfungsketten kein getrennter Prozess ist, gibt es vielfältige Wechselwirkungen zwischen diesen Ebenen.
Die interne Governance von Clustern und Wertschöpfungskette bestimmt den Umfang des Upgrading (HUMPHREY UND SCHMITZ 2000).
Die Wechselwirkungen dieser Ebenen wurden bisher jedoch nur unzureichend dargelegt.
So stellt sich die Frage, welche Unternehmen von der globalen Anbindung profitieren.
Können auch Unternehmen, die bisher keine globale Anbindung oder nur schwach ausgeprägte Verbindungen haben, vonden global agierenden Unternehmen im Cluster profitieren, oder führt die globale Einbindung zu einer Marginalisierung der Kontakte im Cluster? Wer übernimmt welche Rolle innerhalb eines Clusters? Zeigen sich Unterschiede in der Nutzung der Vorteile eines Clusters?Um diese Fragen zu beantworten, soll diese Arbeit an einem Beispielprodukt durchgeführt werden, dass räumlich konzentriert von verschiedenen Produzenten hergestellt wird, um so eine Vergleichbarkeit zwischen den Unternehmen auf horizontaler Ebene zu erreichen.
